The ageing of the population should be seen as a resource and asset. Older people are more and more involved and active members of society. Enhancing inclusion and empowerment has been documented in various national programmes and strategies. The purpose of this thesis was to explore the role and development needs of the Council for Older People in promoting inclusion and empowerment. The aim of the development activity was to make the activities of the Council more relevant to the needs of older people. In this thesis, the purpose of knowledge production was to explore how the activities of the Council should be developed to enhance the opportunities for inclusion and empowerment. Participatory development activity methods were adapted in the implementation of this thesis. The data for this study was collected by means of participatory observation in the Council meetings, keeping an observation diary and conducting a survey among the Council members. Furthermore, data was collected by using a participatory board game developed by the Association of Finnish Local and Regional Authorities. According to the results, the current situation is positive. In particular, the implementation of some initiatives, cooperation and various events were the most successful things. There was concern about the loneliness of older people and that strategies just remain documented plans....

Abstract The purpose of this thesis was to promote age-friendliness in the municipality of Liperi and to explore the wishes of older concerning the content of the framework for the aforementioned program based on knowledge production and developement process. The thesis was implemented as qualitative research applying the phenomenographic approach. Furthermore, the implementation was working-life oriented research development activity that applied the practices of participatory action research. The data was gathered from older residents in the municipality by using participatory methods. As a result, three main steps, each of them with two or three reinforcing aspects, were identified for of the programme Age-Friendly Liperi. The findings emphasised the importance of the residents’ attitudes towards older people and ageing itself when promoting age-friendliness. By strengthening the inclusion of older people in municipal activities and seeing ageing as an asset, age-friendliness and the position of older people in the community can be improved. This thesis provides a clear structure for the programme Age-Friendly Liperi. The results of this thesis can be utilised to develop age-friendliness at regional, national or international levels. An idea for further research could be to assess and monitor age-friendly practices....
